Sponsored by Senator Guth Subcommittee members to email support: mark.lofgren@legis.iowa.gov herman.quirmbach@legis.iowa.gov dennis.guth@legis.iowa.gov (thank him for his leadership on this bill)

What the bill does: This bill enforces the federal law requiring vaccine adverse events be reported to VAERS and enforces it at a state level. Requires documenting and reporting any adverse event following the vaccination that the patient experiences within 8 weeks post- administration and that a copy of the report to be given to the patient or minor patients legal representative. Puts in place a $1,000 minimum fine for non-compliance with federal requirements.

Talking points: - It has been Federal Law since 1986 for healthcare professionals to report to the Vaccine Adverse Events Reporting System. -A 2011 study commissioned by HHS found only 1% of adverse events are ever even reported. -A 1993 study done by the FDA found similar rates of 1-2% reporting for adverse events. -Despite this being Federal law there is no enforcement mechanism and as the President of the Iowa Board of Medicine stated in a subcommittee 2 years ago “it is something they should begin educating on”, rather than they have implemented education on. This needs to be state law so enforcement and education can be handled at the local level.

When talking in person or via email with your legislator: -If you are a constituent of one of the subcommittee members, begin your email with that. -Briefly in a few sentences share your story of vaccine injury and if it was reported to VAERS or not, and if you had to report it or if your doctor/nurse did. Did you know about the Vaccine Injury Compensation Program, VAERS, etc. -Inform them of why you would like to see this bill pass and ask for their support. -Share with them any helpful information that you feel may aid in their decision. -Put your name and town you reside at the end.

Subject line for email: SF 2156- codifying VAERS federal law
