Funnel Week Update: 10 Medical Freedom Bills Moving Forward

Iowa’s first legislative funnel is one of the most important deadlines of the session. Bills must pass out of committee to remain eligible for consideration this year. While some priority legislation did not advance, ten key bills aligned with informed consent, parental rights, healthcare transparency, and medical choice survived the funnel and continue moving through the legislative process.


Below is where each bill stands, what comes next, and what must happen for these policies to reach the Governor’s desk.


Conscience Protections for Healthcare Professionals

Provides protections for medical practitioners, health care institutions, and health care coverage providers related to the exercise of conscience, whistleblower activities, and free speech, and establishes penalties.


Status: Previously passed one chamber in 2025 and survived first funnel

Remove Ability for Minor to Consent for Vaccines

Requires parental consent for all vaccines on the childhood schedule, removing the ability for children to consent to HPV and HepB.

Say No to the WHO at Home!

This bill will prevent any jurisdiction in Iowa from enforcing ANY directives or policies that come from international organizations such as: WHO, UN, UNESCO, & WEF.

Right to Refuse EUA Products

Establishes an individuals right to refuse medical services that fall under Emergency Use Authorization or PREP Act.

Healthcare Clinical Student Exemption

An Act relating to vaccination exemptions for certain students in clinical rotations and the qualification of postsecondary schools as eligible institutions for Iowa tuition grants.

Vaccine Exemption Notification Requirements for Public Health

Requires Public Health to disclose medical and religious vaccine exemptions for childcare and educational institutions.

School Vaccine Mandate Removal

An Act striking elementary and secondary student immunization requirements.

Certificate of Need Reform

SSB3084 updates regulations that affect healthcare facility expansion and competition with the goal of improving access and affordability.

Emergency Powers Reform

HSB726 addresses how disaster and public health emergency powers are used by placing limits on government authority, reinforcing informed consent, protecting religious institutions, and increasing legislative oversight. This bill reflects six years of policy development.

Governor's MAHA Inc Bill

Omnibus health bill that adds nutrition education requirements for certain medical licenses, changes health facility regulations, expands access to Ivermectin, restricts food dyes in school meals, joins the psychology compact, and adjusts taxes on tobacco, vapor, and consumable hemp products.
